Two cities unlike any other on earth

The demand for property near the Haramain isn't driven by trend or tourism marketing. It rests on a significance Muslims recognize directly from the Qur'an and the words of the Prophet ﷺ — a foundation no other real estate market shares.

Makkah

"Indeed, the first House [of worship] established for mankind was that at Makkah — blessed and a guidance for the worlds."

Qur'an, Surah Al-Imran 3:96

"My Lord, make this a secure city, and provide its people with fruits."

Qur'an, Surah Al-Baqarah 2:126 — Ibrahim's supplication, echoed again in Surah Ibrahim 14:35

"Do not undertake a journey except to three mosques: Al-Masjid al-Haram, the Mosque of Allah's Messenger, and Al-Masjid al-Aqsa."

Sahih al-Bukhari 1189

Madinah

"O Allah, bestow on Madinah twice the blessings You bestowed on Makkah."

Prophet Muhammad ﷺ, Sahih al-Bukhari 1885

"One prayer in my Mosque is better than a thousand prayers in any other mosque, except Al-Masjid al-Haram."

Prophet Muhammad ﷺ, Sahih al-Bukhari 1190
What this means as an investor Makkah and Madinah have a distinctive and recurring visitor base connected to Hajj, Umrah and religious travel. That can support long-term housing and hospitality demand, but property values and rental returns still depend on location, project quality, regulation, supply, financing and wider market conditions.

Vision 2030 30M Umrah pilgrims / year

Growing visitor demand shapes the property market

Vision 2030 has set ambitious targets for Umrah capacity. Growth in pilgrim and visitor numbers can increase demand for housing and hospitality near the Two Holy Mosques, but it should be considered alongside supply, project quality, regulation and property-specific fundamentals rather than treated as a guarantee of returns.

Why this matters: visitor growth is an important demand factor in Makkah and Madinah. We use it as one part of the assessment, together with location, legal eligibility, developer quality, supply and the characteristics of the individual property.

Ownership and Premium Residency are related — but separate

Saudi Arabia offers a Real Estate Owner Premium Residency product, but buying property does not automatically grant residency. Eligibility for property ownership and eligibility for Premium Residency should be checked separately against the current official rules before you commit funds.

Real Estate Owner Residency

Current official criteria include owning or holding qualifying rights in residential real estate in Saudi Arabia with a value of at least SAR 4 million, subject to detailed conditions and documentation.

Other Premium Residency products

Separate products exist for investors, entrepreneurs, special talent and other eligible applicants. Their requirements are independent from ordinary property ownership.

Case-by-case verification

Property type, value, financing, title or usufruct status and the applicant's circumstances can affect eligibility. SaudiGate helps you identify the questions to verify with the official authorities.

Important: Makkah & Madinah have specific eligibility rules Under Saudi Arabia's active Law of Real Estate Ownership by Non-Saudis, non-Saudis may own real estate or acquire other in-rem rights within approved geographic zones. In Makkah and Madinah, ownership or other in-rem rights for non-Saudi natural persons are limited to Muslims, and the exact permitted zones, right types, limits and controls are determined through the official geographic-scope framework. Non-resident buyers also have procedural requirements under the implementing regulations. Always verify the specific property and buyer eligibility on the official Saudi Properties portal before committing funds. Official Saudi Properties portal.
